Rates are negoiatable based on the scope of the project.  For a guidline however, I prefer longer engagements usually of at least six months.  Typically fees are on a monthly basis (not hourly).  I normally provide all my own tools, subscriptions, and computers to facilate a project.
 
BizBanc can also provide staff augumentation to facilitate projects at competitive rates.
